Ethical leadership is not defined by titles or authority, but by the consistent choice to do what is right – even when the path is difficult and the rewards are unseen. It is this quiet strength of character that defines Richard Owen Byles, a leader whose life’s work reflects integrity in action, excellence in service and an unwavering commitment to the public good.
 
For more than five decades, Richard Byles has served Jamaica with distinction across both the private and public sectors. His career stands as a powerful example of leadership guided not by self-interest, but by principle – where trust is earned, responsibility is honoured, and decisions are grounded in fairness, transparency, and accountability.
 
Born in Kingston and educated at the University of the West Indies, Mona and the University of Bradford in England, Richard Byles embarked on a professional journey that would see him shape some of Jamaica’s most influential financial institutions. From his early years in investment banking to his transformative leadership at Pan Jam Investment Limited and later at Sagicor Group Jamaica, he earned a reputation for sound judgment, ethical governance, and the ability to build strong institutions rooted in people and purpose.
 
As President and Chief Executive Officer, and later Chairman of Sagicor Group Jamaica, he helped guide the organisation into one of the largest and most successful financial services conglomerates in Jamaica and the Caribbean. Yet, even at the height of corporate success, Richard Byles demonstrated that true leadership is measured not by growth alone, but by how that growth is achieved – with respect for stakeholders, commitment to sound governance, and a deep sense of social responsibility.
 
His ethical conviction was further exemplified through his service as the first private-sector Co-Chairman of the Economic Programme Oversight Committee. At a time of national challenge, he brought credibility, discipline, and moral authority to a process that demanded transparency and public trust. Serving without compensation, he demonstrated selfless service in its truest form – placing country above self, and principle above personal gain.
 
In 2019, Richard Byles once again answered the call to national service, accepting appointment as Governor of the Bank of Jamaica. In accepting this role, he assumed responsibility not only for monetary policy and financial supervision, but for safeguarding confidence in Jamaica’s financial system. Upon assuming office, he affirmed his belief in the nation, stating that he began the journey as “a Jamaican who believes in the potential of Jamaica and its economy”. That belief has remained central to his stewardship.
 
Under his leadership, the Bank of Jamaica has achieved historic milestones, including strengthened regulatory frameworks, institutional reform, and the introduction of Jamaica’s central bank digital currency, Jam-Dex. His tenure has also earned international recognition, affirming Jamaica’s credibility on the global financial stage. Throughout these achievements, Richard Byles has consistently emphasized that ethical leadership thrives through teamwork, respect for expertise, and trust in people.
 
What distinguishes Richard Byles as an Ethics Awardee is not only what he has accomplished, but the manner in which he has led – with humility, restraint and a steadfast commitment to doing what is right. He has shown that leadership can be firm without being forceful, decisive without being divisive, and powerful without losing its moral centre.
 
In recognizing him, we celebrate a leader whose example affirms that ethical leadership remains essential to strong institutions, national progress and public trust. His life’s work reminds us that character endures long after positions are vacated, and that integrity remains the most valuable currency of all.
 
For his half-century of excellence and his unwavering integrity, the Rotary Club of New Kingston is honoured to present the Governor of the Bank of Jamaica, Richard Owen Byles, with the Victor Rhone Ethics Award on this the Thirtieth day of January in the year Two Thousand and Twenty-Six.
